NO Random BAC Testing in England! Yet according to this WHO study on violence, injury, and prevention, England's MVFR (motor vehicle fatality rate) is ONE third of ours?

EACH YEAR, if we had had an MVFR equivalent to England's, we would have had 30 THOUSAND fewer traffic fatalities in the country. Since MADD was founded three decades ago, this is almost ONE MILLION LIVES (900,000 to be more precise).
MADD DID NOT WORK!!
And we KNOW what WOULD have worked would have saved almost ONE MILLION AMERICAN LIVES.
